New EPA Lead Rules
The barrage of new regulations continues, this time from the Environmental Protection Agency (the "EPA"). Beginning in April, 2010, contractors performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities and schools built before 1978 must be certified and follow specific work practices to prevent lead contamination. The new rules include pre-renovation advisement requirements as well as training, certification and work practice requirements.
This is quantum leap forward from the current practice of simply handing the homeowner a pamphlet about lead and having them provide written confirmation of receipt. The EPA has published a pamphlet about the new rules that can be found here.
